Designing Accessible and Inclusive Hazard Mitigation Outreach Training Course
This project, completed as part of Masters coursework in the Instructional Systems Technology program at Indiana University Bloomington, focused on designing a hazard mitigation outreach training specifically for the Pacific Islander community. Developed for Local Disaster Recovery Managers (LDRMs), the course addressed a need for inclusive and accessible disaster planning tools that support community-driven mitigation efforts. Working in a team of three, this project produced professional-grade training materials—including an instructor manual, learner manual, course activities, and presentation deck—to enable clear, culturally relevant communication of FEMA’s resources and objectives.
Objectives
This project allowed the team to work through the entire instructional design process with an emphasis on team collaboration, lesson planning, and incorporating feedback from the instructor, course peers, and subject matter experts (SMEs).
Course materials were designed to:
Integrate local nonprofits and community organizations already embedded within the target community into the planning processes.
Facilitate accessible community engagement methods, allowing the Pacific Islander community to share their needs effectively.
Build awareness within the Pacific Islander community of FEMA’s goals and resources, fostering stronger partnerships.
Audience
LDRMs engaging with the Pacific Islander community in San Diego County, California.
Critical Project Elements
SME Interviews and Needs Analysis: Conducted interviews with SMEs to inform the training content, identifying essential skills and knowledge gaps.
Storyboarding and Course Mapping: Meticulously planned and structured the learning experience to align each module and instructional strategy directly with the training objectives.
Iterative Design and Feedback: Gathered ongoing feedback from professional disaster management SMEs, enabling refinement.
Quality Graphics: The materials were created in InDesign to deliver a professional look and feel. A style guide was developed and implemented for look-and-feel consistency.
